Strategic planning and programming elevate diversity and engage employees in creating an inclusive workplace.

THE CHALLENGE

FEMA sought Montage’s support in delivering employee engagement programming and communications to expand and elevate diversity, equity, inclusion, and accessibility efforts across the agency.

OUR SOLUTION

Montage developed and implemented several agency-wide programs and campaigns to deliver on FEMA’s diversity and employee engagement goals.

One such effort was the implementation of FEMA’s Inclusive Diversity Council (IDC), an employee-led group that partners with the Office of Equal Rights (OER) and the Office of the Chief Component Human Capital Officer (OCCHCO) on matters related to work culture, diversity, inclusion, and employee engagement. Montage established the structure and process for the implementation of the IDC and created guidelines for recruiting members. We also prepared recruitment applications and tracking documents, assisted in onboarding new IDC members, and planned an event to introduce the IDC to FEMA leadership and employees.

To elevate the work of the IDC and advance inclusion within FEMA, Montage launched the agency-wide pledge campaign, You. Me. Us. We led ideation, campaign planning, branding, web development, video production, and internal communications for You. Me. Us., inviting FEMA employees to play their part in fostering a fair and equitable workplace.

Montage also worked closely with FEMA’s 11 employee resource groups (ERGs), each of which represent and advocate for the diverse voices across the organization. We provided graphic design, video production, and event services to help the ERGs recognize special observances throughout the year, including Asian American Pacific Islander (AAPI) Heritage Month, Pride, Black History Month, Women’s History, National Disability Employment Awareness and Transgender Day of Remembrance.

THE RESULTS

  • Montage’s strategic support, campaign development, and creative delivery catalyzed a renewed commitment to FEMA’s values and greater representation of diverse employee experiences and perspectives.
  • These campaigns catalyzed a pivotal shift toward nurturing an inclusive culture within FEMA.
  • The implementation of the IDC has created a resource for ongoing strategic guidance on culture, diversity, inclusion, and employee engagement.​
