THE CHALLENGE

The Federal Emergency Management Agency (FEMA) has a mission to unite its 20,000+ employees and create a safe, healthy, and productive work environment for all. Montage was tasked with developing strategies and implementing programming in support of this goal.

OUR SOLUTION

Montage developed an organizational health assessment strategy, which included qualitative and quantitative research to first gain an understanding of agency-wide goals and priorities. The findings informed best practices for implementing initiatives and planning FEMA-wide efforts.

We then worked closely with FEMA’s Office of the Chief Component Human Capital Officer, Office of External Affairs, and Office of Equal Rights to execute a series of initiatives and communications campaigns in support of FEMA’s mission.

One such effort was the agency’s signature We Are FEMA campaign, for which Montage provided digital marketing, social media content management, communications, creative development, and video production support. The campaign focused on elevating the diversity of FEMA’s 20,000+ employees and the work they do as well as reinforcing the agency’s core values.

Montage screened hundreds of applicants and conducted in-depth interviews with more than 50 personnel to create more than 100 pieces of campaign content showcasing the personal and professional stories of FEMA employees. Montage wrote short and long form blog posts, newsletter articles, social media posts, and conceptualized, storyboarded, and produced a series of six videos highlighting the diverse experiences of five FEMA employees.

THE RESULTS

  • The We Are FEMA produced videos garnered over 20,000 views and 61k subscribers.
  • Montage contributed to the increased satisfaction of the FEMA work environment as defined by the annual Federal Employee Viewpoint Survey.
  • The scope of work increased representation of diverse employee experiences and perspectives.
